Aeronautical study for Adana Sarıçam 1. Stage
The International Civil Aviation Organization (ICAO) regulations defined in Annex 14 specify airspace around aerodromes to be maintained free from obstacles. For that purpose, virtual surfaces called “Obstacle Limitation Surface” (OLS) are described, which ideally shall not be penetrated by an object. Nevertheless – according to ICAO, EASA and many states – penetrations may be acceptable if an “aeronautical study” demonstrates that the object or obstacle has no adverse impact on the safety or regularity of flight operations. This process generally requires a specialised third-party – as Segar Engineering & Aviation – to develop the aeronautical study, which shall be later submitted and reviewed by the responsible aviation authority.
There were inconsistencies between the maximum heights determined according to the Adana Incirlik Aerodrome Obstacle Limitations and the development plans within the city boundaries.
As Segar Engineering & Aviation; we prepared the Building Restricted Area (BRA) plans for Incirlik Aerodrome Navigation Devices according to the ICAO EUR DOC 015 criteria, determining the Incirlik Aerodrome Obstacle Limitation Surfaces (OLS) effects on the planned areas according to ICAO ANNEX-14.
Based on the ICAO PANS-OPS DOC 8168 criteria, we have performed simulations for the remaining parts of the Navigation Devices BRA according to the ICAO EUR DOC 015 criteria, determining the areas affected by the Incirlik Aerodrome IAP and SID.
ICAO PANS-OPS DOC 8168 criteria, and provided detailed alternatives in terms of IAP and SID.
As a result, we have determined the violations of the planned areas and we have determined Risk Assessment and Risk Mitigation Measures and Procedures according to Annex-7 of the "Civil Aviation General Directorate's Instruction for Implementation of Safety Management System at Airports (SHT-SMS / HAD)" Annex-7.
All work done was reported and approved by Turkish Air Force.
