Aeronautical study of Etimesgut Airport, Ergazi Imar District 44627-2
The International Civil Aviation Organization (ICAO) regulations defined in Annex 14 specify airspace around aerodromes to be maintained free from obstacles. For that purpose, virtual surfaces called “Obstacle Limitation Surface” (OLS) are described, which ideally shall not be penetrated by an object. Nevertheless – according to ICAO, EASA and many states – penetrations may be acceptable if an “aeronautical study” demonstrates that the object or obstacle has no adverse impact on the safety or regularity of flight operations. This process generally requires a specialised third-party – as Segar Engineering & Aviation – to develop the aeronautical study, which shall be later submitted and reviewed by the responsible aviation authority. Etimesgut Aerodrome Building Restricted Areas (BRA) for Navigation Instruments was drawn according to ICAO EUR DOC 015. Afterwards, effects on Departure and Approach plans according to ICAO PANS-OPS DOC 8168 were identified.
Etimesgut Aerodrome BRA for Navigation Instruments was analyzed under simulation according to ICAO EUR DOC 015 and effects on ICAO PANS-OPS DOC 8168 criteria were determined. Departure and Approach plans were elaborately analyzed and alternative applications were presented
As a result, problems of the planned building were determined. Risk assessment according to Annex-7 of the Implementation of Safety Management System in Airports (SHT-SMS / HAD) were done and Risk Mitigation Measures and Procedures were determined.
